The Observatory:
Given the degree to which the JNCT has mastered the basic tools of competitiveness, and with its outlook on the future needs of the Jordanian economy, the team has decided to group its efforts under a new framework. A whole new approach is envisioned for JNCT's future that is unique in its size and undertakings.
To sustain the JNCT's efforts it is necessary to create an institutionalized system, which continuously assesses and measures the competitiveness of the Jordanian economy through evaluating the competitiveness of its industries and the environment in which they operate in a more systematic and comprehensive manner. Such measures to a large extent exist on the macro-level, but have thus far been absent on the micro-level. This system will integrate all of JNCT's activities into a much larger development framework, which will allow for more systematic and in-depth analysis.
To this end, the JNCT's role has been expanded to include the implementation of such a system to track the kingdom's competitive performance – an assessment of Jordan's competitiveness – as a means to enhance the country's sustainable development, through the creation of a 'Competitiveness Observatory.'
The Competitiveness Observatory will measure and monitor Jordan's competitiveness based on a set of indicators which will enable the assessment of the macro and micro economic performance of the country, and provide policymakers and businessmen with a comprehensive and accurate evaluation of the current state of Jordanian firms and industries, and the condition of the business environment they operate in. The Observatory's aim is to thoroughly investigate the measures of competitiveness that currently exist, such as the Global Competitiveness Report, that track indicators on the national level. The Observatory will focus on tracking certain indicators individualized for a prescribed number of industries. These Jordanian industries can then be benchmarked against their counterparts both regionally and internationally.
The Observatory will include the potential for in-depth sector analyses, as well as the capacity to direct government policy and focus on those sectors with certain opportunities for growth, but in need of government support. The question of optimal allocation of resources will be facilitated by the Observatory as we will be able to more closely monitor Jordan's economic needs, as well as directly measure the impact of government development efforts on various industrial sectors in terms of competitiveness.
The Observatory will enable JNCT to act as a center for producing early warning signals, which aims at signaling sudden changes in various economic activities or trends that may affect Jordan's overall competitive performance, thus allowing time for remedying any adverse situations. Often the private sector tends to be so heavily involved in daily tasks and operations that it is unaware of certain micro or macro changes that could affect its future performance. The system will also help guide the government, or public sector, in assuming a proactive role by setting appropriate action steps to capitalize on the various opportunities and improve private sector performance, as well as withstand possible threats.
In short, the project aims to develop an institutionalized system which continuously assesses and measures the competitiveness of Jordan through evaluating the competitiveness of its industries and the environment in which they operate. The specific objectives include transforming the very nature of JNCT's work to focus on new objectives.
